Technology improves access to education. Or does it?
That's what common sense tells us. The evidence is everywhere—governments investing in state-of-the-art technologies and adopting new laws to ensure access to the Internet. Several countries, including Canada, Costa Rica, Finland, and Mexico, have declared the Internet a human right. However, there is still a long way to go before tech solutions significantly improve educational access, engagement, and outcomes.
Join us to explore challenges from around the world, including choice of device, platforms, connectivity, methodology, and support. How can we ensure that we design and invest in solutions that accurately target the needs of the people who need them most?

Salma is Mexico's former Telecom minister with more than 15 years working on the use of technology in education.
She studied Computer Engineering at UNAM and took a Master of Science with a specialty in Telecommunications from the University of Colorado at Boulder.
She has deep knowledge of telecommunication and broadcasting policy and regulation and 35 years of experience as an information and communication technology consultant in Latin America, Europe and the Asia Pacific region.
She is currently president of Centro México Digital (CMD), a think tank that produces public goods for people-centered digital transformation. CMD has been publishing the State Digital Development Index of Mexico (IDDE) for two years, a statistical instrument that has become a reference to measure the digital
development of the 32 states of the country for decision makers.
She is a Professor of Digital Transformation and is taking a Master's Degree in Computer Security, Universidad Iberoamericana (2022- )
Expert before the Global Partnership for Artificial Intelligence (2020-2022).
Award winner: Women in the Digital Economy in the Community category awarded by ALAI, IDB, ECLAC, Equals UIT and ConnectAmericas (2022).
She was Undersecretary of Communications (2018-2020) and Commissioner of the Federal Telecommunications Commission (2003-2006).
She supported the transformation of the Ministry of Telecommunications to that of ICT in Colombia and conceptualized the National Spectrum Agency.
Supported the Costa Rican government in the creation of the
Telecommunications Superintendency (SUTEL) and the design of new laws and regulations on telecommunications and economic competition.
She was part of the team that installed Internet at UNAM and designed the Integral Telecommunications Network in 1990.
She is a member of the Academy of Engineering, the Mexican Academy of Informatics, the Mexican Supercomputing Network, the College of Electrical Mechanical Engineers and SCALAC. Salma is part of ISOC, AMEDI, EduTraDi and OrangeHat. She is an advisor to RedLATE, the Digital Transformation Hub of TEC
de Monterrey, the regulatory agency IFT and the international association Allied for Startups.

Founder and Managing Director of W4
Lindsey is Founder & Managing Director of W4, a social enterprise dedicated to protecting girls’ and women’s human rights and promoting girls’ and women’s empowerment around the world, with a focus on Sustainable Development Goal 5b: harnessing technologies. With a B.A. from Cambridge University & an Executive MBA from ESCP Europe, Lindsey worked in human rights and development in Africa and Asia (Human Rights Watch, UNICEF, Enfants d’Asie) before founding W4. Named a “Women in IT Role Model” by the European Commission and one of the “Inspiring Fifty” women leaders in Europe’s technology sector, Lindsey is a member of the advisory board of UN Women France and a member of the steering committee of EQUALS, the global partnership for gender equality in the digital age.
Jose F Otero
Adjunct Instructor at New York University
Mr. Otero is an adjunct instructor at the University of New York. He teaches courses on how digital technologies impact society, policy-making, and business.
His work experience includes research on public policy issues of information and communication technologies (ICT) for institutions such as the White House, the Caribbean Telecommunications Union, the World Bank, and IDB Invest. In addition, he is often invited to present his perspective before national legislative bodies, including those of Chile, Ecuador, Mexico, and other government entities.
Mr. Otero is part of the Advisory Board that reviewed the methodology for the ICT section of the Global Knowledge Index published by the United Nations Development Project (UNDP) and the Mohammed Bin Rashid Al Maktoum Knowledge Foundation. He participated at the ITU Expert Forum on Telecom / ICT Indicators to help define ways in which the use of radio-electric spectrum can be measured more efficiently by government entities.
His academic background includes degrees in politics from the University of Boston, IT law from the University of Edinburgh, technology from Georgetown University, and social innovation from the University of Cambridge.
